NSW Affordable Rental Housing SEPP 2009 is the most builder-friendly framework in Australia: on any lot ≥ 450 m² in residential R1/R2/R3 zones, a granny flat can be approved via a 10-day Complying Development Certificate (CDC) issued by a private certifier — no Development Application, no neighbour consent, no council referral. This is dramatically faster than Victoria's permit pathway. For lots < 450 m² or restricted zones, a regular DA (8–12 weeks) is still available.

Sydney granny flat — FAQ
SEPP 2009 lets a homeowner add a granny flat to any residential lot ≥ 450 m² via a Complying Development Certificate (CDC) issued by a private certifier in ~10 working days. No DA. No neighbour consent. No council referral. The granny flat must be ≤ 60 m² gross floor area, comply with the SEPP's setback and height rules (which all E2ES designs meet), and be a true ancillary dwelling on the same title.
E2ES Sydney fixed prices are identical to other cities: 30 m² $110,000 + GST, 60 m² two-bed $170,000 + GST, 60 m² dual $200,000 + GST. NSW does not levy the Brisbane Infrastructure Charge or Gold Coast Coastal Hazard cost, so the all-in cash-down is typically the lowest of the four cities.
No — under the NSW Affordable Rental Housing SEPP 2009 Complying Development pathway, neighbour consent is NOT required. This is the single biggest reason Sydney granny flat builds finish faster than Melbourne / Brisbane / Gold Coast. Only if you choose the DA pathway (for lots < 450 m² or restricted zones) does council consult neighbours.

Liverpool, Campbelltown, Penrith, Blacktown, Camden and The Hills Shire are the strongest growth corridors with most CDC approvals. Inner-city councils (City of Sydney, Inner West, North Sydney) often restrict SEPP via LEPs and require DA. We confirm CDC eligibility at the free site visit.
Sydney is the fastest of the four cities: the 10-day CDC means paperwork (design + certificate) closes in ~3 weeks, then 4 weeks of construction on site (4–5 for the dual). Decision → finished build in well under 2 months; with leasing, decision → first rent is typically ~2.5 months.
Yes — corner lots and battle-axe (rear-access) blocks are common in Sydney suburbs like Blacktown and Liverpool. SEPP setbacks are slightly different for corner sites; battle-axe lots need clear access. We assess both at the free site visit and report eligibility in writing.
