Since 26 September 2022 a Queensland secondary dwelling can be rented to anyone state-wide. Brisbane City Council levies an infrastructure charge on a secondary dwelling of roughly $8,000–$12,000 that Victorian councils generally do not, and that charge is council revenue itemised in your quote, not builder margin.

Brisbane / SEQ — the planning rules
Two separate approvals sit behind a Brisbane granny flat, and it helps to keep them apart. The PLANNING side comes from your council's scheme — in Brisbane, the City Plan 2014 provisions for a dwelling house that includes a secondary dwelling, plus whichever overlays sit over your lot (heritage, flood, bushfire, biodiversity). Where the proposal meets the relevant code you may be able to proceed without a development application; where an overlay or a code outcome is not met, a development application goes to council. The BUILDING side is a building approval, and in Queensland that is issued by a private building certifier licensed by the QBCC — not by the council. Statewide siting standards currently come from the Queensland Development Code (QDC MP1.1 / MP1.2), which the new Queensland Housing Code is set to replace from 1 September 2026 subject to Governor-in-Council approval, with a three-year transition for councils. Brisbane City Council levies an infrastructure charge on a secondary dwelling; Logan, Ipswich, Moreton Bay and Redland run their own schemes and are generally quicker than BCC.

These are arithmetic illustrations, not returns we have achieved or expect you to achieve: annual rent at the target weekly figure, divided by the GST-inclusive build cost. They exclude vacancy, council rates, insurance, management fees, maintenance, the land the dwelling sits on, any interest on borrowed funds, and tax — so a real net figure is materially lower and can be negative. The Queensland Development Code is the state-wide set of building-related standards, and Mandatory Parts 1.1 and 1.2 are the design and siting standards for detached housing — setbacks, site cover, height and the like — which apply unless your council’s planning scheme sets alternative provisions, in which case the council’s prevail. They have not been substantially updated in over a decade, and the Queensland Government has developed a new Queensland Housing Code to replace QDC Parts 1.1 and 1.2, proposed to commence on 1 September 2026 subject to Governor-in-Council approval, with a three-year transition period during which councils adopt it. If you are planning a build across that changeover, the practical answer is that we confirm which standard applies to your lot in writing at the site assessment rather than assuming.
Yes. Since 26 September 2022 a Queensland secondary dwelling can be rented to anyone, related to the main household or not — a Planning Regulation amendment removed the restriction state-wide. Which agreement applies depends on the physical arrangement, not on a lease count: the Residential Tenancies Authority treats a self-contained dwelling with no access to the main house as a general tenancy, and an arrangement where tenants share the kitchen or other facilities as rooming accommodation. Note also that once a secondary dwelling is let separately the building code’s additional fire and sound-transmission requirements apply. (An earlier version of this answer said "Class 1a allows up to 3 separate leases per lot without a rooming-house licence" — that was wrong. NCC Class 1a and Class 1b are building classifications, not permitted lease counts.)
Construction is the same four weeks on site as Melbourne. The approvals stage typically runs about one to one and a half months in SEQ, because the building approval sits with a private certifier and any council development application sits with the council on top of that. Decision to finished build is typically two to two and a half months on a straightforward lot; leasing usually follows two to three weeks after handover. Overlay lots — flood, bushfire, heritage, biodiversity — change the pathway, and where one applies we confirm the timing in writing after the site assessment rather than estimating it here.
