Ballarat / Victoria — the planning rules

Amendment VC253 (December 2023 — state guidance at planning.vic.gov.au) applies in Ballarat exactly as it does in Melbourne: a second dwelling up to 60 m² on a residential lot ≥ 300 m² needs no planning permit in most residential zones, which covers most of Alfredton, Sebastopol, Delacombe and Ballarat's growth areas. Three local layers need checking before we commit to a timeline: central Ballarat's Heritage Overlay (HO) precincts — among the most extensive in regional Victoria; the Bushfire Management Overlay (BMO) on the bush fringe around Buninyong; and the Rural Living Zone (RLZ) and Farming Zone (FZ) acreage around Ballan and the town edges, where a planning permit is required. Each is a workable pathway with extra steps — we identify your zone and overlays at the free site assessment and give you the pathway, cost and timeline in writing before any contract.
