Amendment VC253 (December 2023 — state guidance at planning.vic.gov.au) applies across Greater Bendigo: a second dwelling up to 60 m² on a residential lot ≥ 300 m² needs no planning permit in most residential zones — Strathfieldsaye, Huntly, Maiden Gully and most of urban Bendigo qualify. The region's distinctive layers sit outside that core: the box-ironbark bush surrounding Bendigo puts the Bushfire Management Overlay (BMO) on many fringe and rural addresses; Heathcote, Marong and much of Mount Alexander include Rural Living Zone (RLZ) and Farming Zone (FZ) land where a planning permit is required; and central Bendigo and Castlemaine carry significant Heritage Overlay (HO) precincts. All of these are workable pathways — we identify your zone and overlays at the free site assessment and put the pathway, cost and timeline in writing before any contract. Bushfire-prone sites are built to their assessed BAL construction standard.
